MULTAN,Jan 9th: Ex-Senator MalikbRafiq Rajwana,member of Punjab Local Government Act (PLGA) 2010 has said that next local bodies elections would be held on partisan basis ,however these were not possible in the last week of March or First week of Apriln However we are amending the Local Government act,1979 to appoint the administrators to run the business of Local councils. Talking to newsmen here on Saturday Rafiq Rajwana said ," we are taking some sections of Local Government Act 2001 and Punjab Local Government act 1979 and some new sections would be added in the PLGA-2010..He said that this committee was formed by Mian Nawaz Sharif at a meeting because the Punjab government had not received enough suggestions from the public so far regarding the proposed Punjab Local Government Act (PLGA) 2010 which is likely to be presented in the upcoming session of the Punjab Assembly (PA) for making into legislation.He said that the first meeting of this committee was held today under the chairmanship of Provincial Secretary Local Government but could not reach to any conclusion.A similar meeting was held at the Chief Minister’s Secretariat on Friday, chaired by Punjab Chief Minister Shahbaz Sharif. The CM told the lawmakers that the bureaucracy would be working under elected representatives in the upcoming local governments (LG) system. He said the government would bring in a fair and effective LG system in the province after consulting with public representatives. He said stern action would be taken against those responsible for corruption in the system according to reports from the auditor general of Pakistan.Rafiq Rajwana said that the upcoming LG system would not only help eliminate corruption but also decentralise authority at grassroots. He said the government had sought public suggestions regarding the proposed act on a large scale, adding Punjab would be introducing an efficient accountability system in the LG system. Rafiq Rajwana said it might take a few more weeks before the proposed act was introduced in the provincial assembly for making into law. He said the PLGA was a fusion of the Local Government Ordinance 1979 and 2001. Under the PLGA, each union council would consist of 15,000 voters while chairmen of the union councils, district councils, mayors and deputy mayors would be elected directly. Besides, district audit committees would also be constituted consisting of politicians and bureaucrats.Ex-Senator Rafiq Rajwana said the proposed act would take a little while to be finalised before it was introduced in the PA as the government had not received a sufficient number of suggestions so far.He said the government sought more suggestions, particularly regarding matters of party-based elections, devolving of government departments, the role of local body institutions under the law and order situation and delimitation of areas.
